Contracting Goal Set for State of Colorado Partnerships with Service-Disabled Veteran-Owned Small Businesses
About the Contracting Goal
The State of Colorado has a contracting goal (as set by §24-103-905 C.R.S.) of 3% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). For a contract to count toward the State’s 3% goal, the SDVOSB must:
- Be registered and verified as an SDVOSB through the US Small Business Administration (SDVOSB Program Administration)
- Be located in Colorado, meaning incorporated or organized in Colorado, or maintaining an office or place of business in Colorado
- Have a direct contract with the State of Colorado; subcontractors do not count toward the 3% State goal
Preference in Competitive Solicitations
- When no Price Agreement/Statewide Contract is in place, goods and services over $50,000 are published for public solicitation response
- In an effort to reach this goal, State agencies may give a preference in competitive bids or proposals
- When submitting a response to a solicitation that is applying the preference, proof of SDVOSB status issued from the US Small Business Administration must be included

- Most State agencies post their solicitations on ColoradoVSS, where businesses can register for free.
- You can find a list of where solicitations are posted on the Office of the State Controller’s solicitations page.
- Receive notification of new opportunities by selecting commodity codes.
- Find potential buyers for specific products or services by searching historical solicitations
