This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed contract. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract in accordance with Federal Acquisition Regulation Part 14 for Maintenance dredging of the Wilmington Harbor Christina River, Delaware. Contract work will consist of Maintenance dredging of the Wilmington Harbor Christina River, Delaware: (a) Dredging will be required to a depth of 35 feet MLLW (Datum) plus 1-foot allowable over depth within the contract work limits from Station 0+000 to Station 1+400. Dredging will be required to the North Channel edge; (b) Dredging will be required to a depth of 38 feet MLLW (Datum) plus 1-foot allowable over depth within the contract work limits from Station 1+400 to Station 6+236. Dredging will be required to the North Channel edge, north turning basin edges, and entrance widening (flare) when required dredging depths exist inside the channel and basin, along the perimeter of the aforementioned north limits; (c) No side slopes or end slopes are specified for this contract; (d) Over depth dredging shall be limited by a vertical plane through the required depth contour; (e) The use of hopper or mechanical/bucket dredging shall not be permitted under this contract; (f) The Government-furnished disposal area available for use under this contract is Wilmington Harbor North Disposal Area. Contract duration is thirty (40) calendar days and estimated cost range is $1,000,000.00 to $5,000,000. 00. NAICS for this project is 237990 and the size standard is $20 million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), Woman Owned, or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages. Responses should be sent to Sandi Fletcher at Sandra.G.Fletcher@usace.army.mil on or before September 12, 2013 no later than 4:00 p.m.
